Established since December 21, 1993 by the Founder of O’Neale’s Transport, Inc., Keith C. O’Neale, Sr. who took great pride in the island where he worked and lived for over twenty five years. He was an avid boater and had a deep appreciation for the beautiful sea, landscape and refreshing air. He foresaw the need to maintain the purity and beauty of the Virgin Islands for future generations, and formed Virgin Islands Regulated Waste Management, Inc. as a subsidiary to his company, O’Neale’s Transport, Inc.

Virgin Islands Regulated Waste Management, Inc. is the first and only waste management firm in the Virgin Islands to provide environmental services to satisfy the waste management needs of government agencies and industry, large or small.

Today, this locally owned and operated, small minority business is the only complete waste management solution in the Virgin Islands; capable of handling all types of waste streams; from waste oil (used oil) to hazardous waste; in a safe, clean and professional manner. In addition to our waste management service, we provide on-site consultation to assist our customers in evaluating the waste streams generated at their facilities. All of our personnel are highly trained and have extensive hours of field experience. We are prepared to operate and respond quickly in St. Croix, St. Thomas, St. John and Water Island. We also keep an inventory of emergency spill response supplies and are trained emergency sub-contractors for National Response Cooperation (NRC) and Marine Spill Response Cooperation (MSRC).

Our firm is registered at the Federal level with the U.S. Environmental Protection Agency (EPA), and the United States Department of Transportation (DOT). We are permitted transporter United States Department of Agriculture Animal and Plant Health Inspection Service (AAPHIS) waste. We are also registered and permitted on the Local level by the Virgin Islands Department of Planning and Natural Resources (DPNR) to collect and transport all hazardous and non-hazardous waste. Designated EPA certified facilities that are permitted and equipped to handle all types of waste in an environmentally sound manner; ultimately handle all waste streams managed by us.

We care about the environment and we know that the generator is ultimately responsible “From Cradle to Grave.” You can rest assured that our firm will handle your waste streams in accordance with all applicable federal and local EPA regulations.


In comparing our firm with other waste management firms, please take into account these extremely important factors:

1. If they are actually permitted to do this type of work; on the Federal and Local government level? – VIRWM is registered on both levels and permitted by DOT to transport hazardous waste materials.

2. How much experience do they have in handling waste streams? –VIRWM has over fifteen years of experience in handling all types of waste streams; including waste oil, hazardous waste, and bio-medical waste. Our firm has handled projects for clients ranging from the Federal government to local private entities.

3. Are they properly disposing of these materials? – VIRWMknows that the generator of the waste is ultimately responsible for their waste until it is finally destroyed; that is why our firm uses only EPA certified facilities. We furnish our customers with a copy of the hazardous waste manifest that documents the removal of the waste from their premises, until the disposal facility can produce a final manifest and/or the Certificate of Destruction.

4. Are they a reputable firm? What type of track record do they have? - VIRWM works closely with EPA Region II in New York and follows all local regulations as stipulated by the Department of Planning and Natural Resources. In fact, our firm was selected by an EPA contractor to handle the disposal of approximately 15,000 gallons of waste oil in a Federal clean-up program after hurricane Marilyn. The VI Government also selected our firm to dispose of 25,000 gallons of waste oil and a variety of other waste streams from the Bovoni landfill on St. Thomas.

5. Is the price they are offering really cost effective? – VIRWM offers one price that includes all the disposal cost associated with moving the waste from your site to the off-island disposal facility. There are no hidden costs. Period.
